In 2008, the City of Boise hired McLaughlin Whitewater Design Group (MWDG) to design the park. Denver-based MWDG is working with two local firms -- CH2M Hill and Quadrant Consulting -- on the project.. The McLaughlin team presented the preliminary design concepts (aboveO for public review on Oct. 30, 2008. Boise-based McAlvain Construction Inc. was selected in 2008 by the Friends of Parks to be the general contractor.
The first phase of construction of the Ray Neef MD River Recreation Park is under way with the installation of power service and a project to bolster the southwest corner of Quinn’s Pond. The first phase of construction will rebuild the Thurman Mill Diversion as the largest feature of what will be a 1,900 linear foot water park on the Boise River. Later phases will include more in-river features, pedestrian viewpoints, and a realignment of the Greenbelt.
Construction Has Begun!
The Ray Neef, MD River Recreation Park has been a dream of many paddlers in Boise and beyond for over a decade. The stretch of river is one of the last stretches to be dealt with along the river from Lucky Peak to Eagle. It was home to slaughter houses, industrial development and gravel pits for decades and is only now being addressed seriously.
The project promises to provide opportunities to recreationalists of all kinds - walkers, bikers, boaters and fisherman. It will repair the years of neglect that shows up in the form of concrete slabs, rebar and deteriorating irrigation dams. The work planned includes creating and improving habitat for fish, birds and mammals.
Location
The Boise River runs along the south and west borders of what could be called the "greater Northend". It runs next to Veterans Memorial State Park to the west and through downtown Boise. The Boise Greenbelt runs along this entire stretch of the river on it's north banks through Julia Davis Park, across from Ann Morrison and Kathryn Albertson to Quinn's Park and the proposed Esther Simplot Park and Boise River Recreation Park.
The Neef River Recreation Park will be created adjacent to Quinn's Park, Esther Simplot Park and into the area north of Veteran State Park with access and parking at the end of West Pleasanton Drive off of North 27th Street.
